Johnny's just a biker (though I still enjoyed TLAD). Luis may know how to fly helicopters and have all the advanced weapons and such, but Niko just seems better somehow. Probably because I'm biased. There is the museum level in TLAD where you just have to walk out after hearing a couple seconds of Niko yelling and shooting and the room is littered with corpses. In that level, Luis just shot an unarmed old Jewish guy and some random guard.

I think Niko and Luis are pretty well matched, but I'll still say Niko and attribute it to experience. Even not counting history, he fights more in game. And he single-handedly takes out like five mafia families (first level with Pegorino, the guys in Deal, the Jewish mob in the Majestic, the combined mobs of Dimitri and Pegorino at the end). Not to mention taking out legions of cops in the bank robbery level, and legions more in To Live and Die in Liberty City (mission with Phil and his nephew where you transport heroin), including FIB guys.

Niko's single-handedly made like 10,000 households into single parent families.

I'd pick Delta. Do you know how much weapons Delta has? Fact of the matter is that Delta is a tough to kill son of a bitch, with a gun that shoots rivets made for holding aircraft carriers together, at a rate of fire that would put the battle rifle to shame, with rounds the size of a human skull. And that's just one weapon. he also has an industrial mining drill for an arm.

Active camo, armor, and shields would make it plausible that he'd be able to survive the rivet gun thing. I'm guessing his energy sword would be capable of cutting through his armor, especially since things in Bioshock seem to be made out of perfectly ordinary metal. Failing that, I'm sure a plasma rifle would easily melt through his armor, since it's presumably filled with plasma.
